Fort Loudon Lock and Dam Restoration

Originally constructed in 1940, Fort Loudon was the last dam built on the Tennessee River and is now on the National Register of Historic Places. TMI Coatings, Inc. (TMI) recently completed coating maintenance on approximately 3,525 square feet of wall armor, including the lock approach, downstream wall, chamber corner, mooring bit recess, and fifty check posts. The Fort Loudon lock and dam are essential to water transportation and are known for seasonal extremes.

Procedure:

  • TMI set up rigging to access the lock armor curb. A screen enclosure was also utilized to contain falling paint chips.
  • Due to the existing lead, TMI set up protocols for the crew to follow to ensure top safety measures were met, including posting signs and barricades warning of lead areas, ambient air sampling, and sending in paint samples.
  • TMI then began by solvent cleaning/washing 100% of the surface to be repainted while ensuring all debris is collected by the screen to be properly disposed of.
  • Utilizing SSPC SP3 Power Tool cleaning, we hand/power cleaned all surfaces using a vacuum shroud.
  • Next, we primed all surfaces with Ironox B, a single-component, moisture-curing urethane designed for low-temperature applications providing chemical and abrasion resistance.
  • Intermediate and finish coats were painted with Corothane® HS Aliphatic Finish, a moisture-curing urethane finish withstanding resistance to yellowing, chalking, or degradation by sunlight.

Outcome:

The contracting officer’s representative (COR) stated, “TMI was very professional and highly responsive. Strengths observed were their specialized technical knowledge of industrial coating work, attention and commitment to quality, and timely performance. I would work with them again on projects of a similar nature.”

TMI completed this project safely and more than two months before the contract completion date, demonstrating that even with more stringent safety measures, we can complete a job promptly.
